LONDON -- Britains anti-doping agency was criticized on Monday for how it handled the case of a doctor who allegedly supplied performance-enhancing drugs to athletes.The findings were announced after an independent investigation into U.K. Anti-Dopings handling of the intelligence it received about London-based doctor Mark Bonar from amateur cyclist Dan Stevens.Andy Ward, a former senior police official, headed the investigation and rebuked UKAD for failing to contact Britains General Medical Council, a regulatory body, to check on the allegations against Bonar.Stevens, who was banned for two years by UKAD for refusing to take a doping test, went to the agency in 2014 with allegations against Bonar in hopes of having his sanction reduced.UKAD did not act on his information, saying the allegations fell outside its jurisdiction because Bonar was not governed by a sport.As a minimum standard of investigation, a simple check with Bonars governing body, the GMC, should have been undertaken to establish whether any other intelligence may exist to support or negate the allegations made by the athlete, the investigation concluded.It is difficult to understand why no contact was in fact made with the GMC when that course of action was suggested on at least seven occasions.Stevens eventually took his allegations to the Sunday Times newspaper, which covertly filmed Bonar claiming to have treated more than 150 athletes with banned substances. The paper published the story in April, claiming that Bonars clients included Premier League soccer players, as well as athletes from other sports. Bonar has since denied any wrongdoing.Wards report cited confusion and lack of clarity in how UKAD deals with dopers who want to reduce their sentences in return for substantial assistance.It described the agencys dismissal of Stevens request for a lesser sanction as harsh and subjective.It is clear that opportunities to gather intelligence, secure evidence, and investigate Bonar have been missed, Wards report said.UKAD chairman David Kenworthy acknowledged the agency made a ghastly mistake in failing to check with the medical council, but defended the agencys overall record.This case has been challenging but as a publicly-funded body it is absolutely correct that UKAD should be held to account, Kenworthy said.
